Most territories and provinces in Canada are free to nominate immigrants of their choice via the provincial nominee program (PNP). Before you are nominated, it is believed the immigrant has:
- The skills
- Work experience and
- Education
That will contribute to the economic advancement of that territory or province, and they must be willing to live and work there.
Every territory and province has their own immigration programs or streams which target certain groups of people. For example, territories and provinces may target:
- Skilled workers
- Semi-skilled workers
- Business people,
- Students
The province of Quebec doesn’t have a provincial nominee program (PNP). You can learn more about their programs by visiting their immigration website.

What Happens When You Are Nominated Under Non-Express Program?
If you are nominated under a non-express entry program or stream, you can submit your application via the paper-based process, and if the territory or province is happy with it, and nominates you, you will then be required to submit your application to Citizenship and Immigration Canada (CIC).
What Happens When You Are Nominated Under Express Entry Stream Or Program?
In this case, you must:
- Meet the basic criteria for express entry
- Meet at least any of the immigration programs it covers
To apply for the provincial nominee program:
- You must apply for a nomination from a territory or province
- A territory or province must nominate you, then
- You will need to apply to Citizenship and Immigration Canada to become a permanent resident.
To be nominated by a territory or province, you need to follow all the instructions on their website and you should contact them directly, or have an immigration consultant help you every step of the way.
